New year, new wages? Somerset County Commissioners approve 2023 employee salaries
SOMERSET COUNTY, Pa. (WJAC) — New year, new wages.
The Somerset County Commissioners held their annual salary board meeting Tuesday morning to approve the 2023 salaries for county workers.
Somerset County Treasurer Tony DeLuca says those financial decisions were made without him.
"Everything is behind closed doors. Everything is private. They do not include me," he told 6 News.
Deluca says he's entitled to be the secretary of the salary board and be involved in the decision making process.
"They don't follow the procedure here in Somerset County. They do what they want to. But there's laws that say they have to do it, and they need to do it. That's what I brought to their attention," DeLuca said.
The Somerset County Commissioners declined to comment on camera.

MOTION to set the 2023 salaries as follows:
Set the 2023 hourly rate for PART-TIME CORRECTIONAL OFFICER FOR THE JAIL, at $16.79 (48 cents per hour increase), effective January 1, 2023.
Increase the hourly rates for part-time employees covered by the AFSCME Contract as follows:
- Part-Time Deputy Sheriff - $14.57 (40 cents/hour increase)
- Part-Time Communications Officer - $12.26 (40 cents/hour increase)
- All other AFSCMB Part-Time - $11.97
effective January 1, 2023.
Continue the 2022 hourly rates for OTHER PART-TIME HOURLY EMPLOYEES as follows:
- Court Officer - $12.09
- Temporary Law Clerk - $20.00
- Part-Time Court Reporter - $20.00
effective January 1, 2023.
Adopt the 2023 Compensation Plan for the following agency, which is an increase of 40 cents per hour, effective January 1, 2023: Emergency Management Agency (Administrative Assistant)
Continue the 2022 salaries for the Deputy Sheriffs per the AFSCME Contract, effective January 1, 2023.
Increase the annual salaries for all AFSCME Non-Professional Bargaining Unit employees in accordance with the 2020-2023 Professional Collective Bargaining Agreement by .40 cents per how, effective January 1, 2023.
Increase the annual salaries for all AFSCME Professional Bargaining Unit employees in accordance with the 2020-2023 Collective Bargaining Agreement. Employees with 10 years of service will receive an annual increase in the amount of $1,250, employees with 20 years of service will receive an annual increase in the amount of $1,750, all other employees will receive an increase of 2.5%, effective January 1, 2023.
Increase the salaries for all employees covered by the UMWA - JAIL Contract by 3% and move to the next step on the scale during the first pay period following anniversary date if applicable in accordance with the 2023-2026 Collective Bargaining Agreement, effective January 1, 2023.
Increase the salaries for all SCAPE Bargaining Unit employees in accordance with the 2020-2023
Collective Bargaining Agreement which is an increase of 3%, effective January 1, 2023.
Continue the 2022 salary for JURY MANAGER at $12,001 for 2023.
Increase the annual salaries for ALL FULL-TIME EMPLOYEES not covered by the AFSCME, UMWA-JAIL, or SCAPE contracts or otherwise addressed, by 3.5% or $1,000 (whichever is greater), effective January 1, 2023.
Increase the annual salaries for ALL PART-TIME EMPLOYEES not covered by the AFSCME, UMWA-JAIL, Or SCAPE contracts or otherwise addressed, by 3.5%, effective January 1, 2023.
Increase the hourly rates for ALL PART-TIME EMPLOYEES not covered by the AFSCME, UMWA-JAIL, or SCAPE contracts or otherwise addressed, by .40 cents per hour, effective January 1, 2023.
Reclassify one (1) CLERK position as a GIS ASSESSMENT SPECIALIST at a start salary range of $30,000 - $32,000 in the Tax Assessment Office, effective January 1, 2023.
SET THE NUMBER OF EMPLOYEES in each Department the same as 2022 with the following exceptions:
- Create - Grant Writer - Commissioners Office (shared with Bedford County) - $40,000
- Create - Full-Time Correctional Officer - County Jail - $34,923
- Create - Part-Time Assistant Victim/Witness Coordinator - District Attorney's Office - $11.97
- Create - Trail Operations Manager - Trail Management - $28,000
- Delete - Temporary Part-Time Probation Officer Aide - Adult Probation
